I think there is also something to be said for assertiveness and facilitation training, both for BA&#039;s and PM&#039;s.  Many of the problems I face with regard to changing requirements are due to the fact that people find it difficult to say &quot;no, that&#039;s it, requirements are now signed off and complete.&quot;  The project customer is always right, and therefore they can change their mind at any time.  An impartial person on the outside (a project shrink) could have just the right kind of relationship with the project team and the customer to be able to make this message clear.  Of course, requirements can always change, but the customer must understand that this will have an impact on the resources, duration and potential priority of the project.</description>
