I did not see the mention of safety as a consideration on most of the comments.
This is a vital point if a project is to succeed. Apart from studying the culture of the area, the environment of operation is very important. You must study and observe what can generate or constitute unsafe condition. It may be the theme or funtion of your project. Ask what the people around interprete the motives for the project to be (If it is a social or public Project). If they have wrong notion, try and educate them and create awareness before starting your activities. If there are previous disagreement over the project, try and resolve it. These efforts will help in creating acceptance of the project, and thus will enhance speed, remove social collision and enhance project value.

Problems:

Communication technologies.

Understanding and addressing cultural differences.

Organizational politics.

Linguistic differences.

Power distance.

Time Differences.

Solutions:

Selection of communication technologies is driven by communication and cultural needs. Culture
also influences the effectiveness with which communication technologies are used [2].
Cultural training programs on all sides increase the awareness of the team members on the
different cultures.

The awareness of culture cannot be achieved until we live and experience life in another culture.

A framework is required that facilitate managers and others to use it, which includes all the

cultural backgrounds national cultural matches between different members and suitability of
certain cultures for specific roles.

Usually the decision to go offshore is made by the c-level management but the people who make it a success or failure are the middle management. Unless they are committed to make offshore activities a success, it will fail. Offshore PM should accept that the team working for them are not onshore, there is no daily face-to-face communication and the level of understanding is different from the members in the local team.

To address this fact, the specification documents have to be adapted to the level and way of work of the offshore team.

Do not forget that the offshore initiative is more profitable for the client than the vendor.

Software Requirement Specifications should play an important role in this case.
Other than that, the manager onsite should communicate very well with the team offshore especially the lead of that team.
Also, 'sharing' tools(e.g. webex, version control tools) are absolutely neccessary.

Last day, everyone :) I loved Becky's quote: "Third, with India for instance, keep the pile of work large. Lots of small pieces to complete. Just the opposite of a US team!"

It illustrates perfectly that we have to challenge all our fundamental assumptions ... that's what makes it fun also :)
